I know this subject has been discussed endlessly but I cannot understand why none of the victims of these illegal fines has taken the matter further. I will be a-framing my car down to Spain next year and if I am stopped and fined I will take the matter up with my MEP immediately. My van is not registered in Spain so is not subject to the whims and fancies of the Guardia (un)Civil.
I understand that according to the EU regulations, that Spain has signed up to, that any vehicle that is legal in an EU country is also legal to be used whilst driving in other member countries. The only exceptions I am aware of are headlamp dipping and length markers. A country like Spain which is quite happy to receive massive financial benefits from the EU (mainly from us and Germany) should be forced to abide by the rules.
I am informed by friends resident in Spain that the police are paid a low basic income and encouraged to stop and impose on-the-spot fines, whether for legitimate offences or not, by giving them 20% commission of the fines collected. A recipe for over zealous and illegal fine implementation and more suited to a third world country in my opinion.
I am amazed that neither of the main motorhome/caravan/camping clubs have not taken this matter forward on behalf of their members. Why are they so reluctant to get involved? All they do is give advice that this system of towing is illegal on the Continent which is incorrect.
